Review inbound SAML docs and incorporate the tutorial

We have an inbound SAML tutorial now, but I'm not sure if it's linked to the inbound SAML docs in the authn guide. Need to review and determine what should stay in the admin guide and what should be in the tutorial.

Due to the amount of UI changes related to passport configuration for 4.0 the tutorial needs to be re-reviewed once #169 is tackled.
