Move SCIM User Registration docs from SCIM to a Tutorial

I wonder how much of this should be included in the Admin Guide, and if anything should be pulled out and added as a dedicated tutorial... specifically, the section about supporting a user registration process.. that seems more like tutorial content to me than admin docs.

Perhaps @jgomer2001 can also comment if he agrees, and if so, which portions might be best moved to a tutorial.

@jgomer2001 has confirmed that the SCIM user registration doc should be turned into its own tutorial.

This section of the doc might be linked around elsewhere, and in other products, etc... so we need to be careful about just moving the content.

I'll work on cleaning it up and getting it moved. I'll leave the header as-is and link to the new tutorial page from its current location.

Need to implement proper linking strategy now. cant just delete the old content, as there are other links pointing there. we might be able to set a redirect.. or, we can keep a header on the page, at the bottom, and slowly phase it out.
