Nether Portals

While the nether world is partially supported, nether portals do not function at all:

• [ ] Placing portal blocks when a portal is lit on fire
• [ ] Destroying portal blocks when a portal is broken
• [ ] Delay between entering a portal and activation
• [ ] Targeting existing portals when available
• [ ] Creating new portals when needed
