Glow hangs on transfers with insufficient funds

Given two Glow identities a and b which are either unfunded or minimally funded, running glow transfer --evm-network pet --value 1000.0 --from a --to b hangs (apparently) indefinitely.

The transaction should fail with a visible error message instead of hanging.
