[Suggestion] Block breaking whitelist

I'd love to see a config array added for a whitelist that allows for the breaking of particular blocks. For example, being able to break gravel without needing to use a shovel.

This would allow the mod to be playable with a ton of mods, but mainly "no tree punching".

I hope this gets added still I've been waiting for a whitelist for a long time, and desperately need it for modded blocks
