When removing or modifying an ACL error if invalidated Endpoints would exist

When removing or modifying an ACL check for Endpoints which would be invalidated. If any are found lookup the associated circuits and remove the endpoints from the circuits.

Instead, do not allow user to remove acl. and report conflicting connections.
