Auto-scaling for Janus FTL instances

If there's anyone who's especially knowledgeable about auto-scaling technologies like Kubernetes, Swarm, etc. it would be great to get your help with this item.

We're trying to be platform agnostic with respect to AWS vs GCP vs Azure etc. We've discussed a few approaches and started down a path for Janus here. Though the plan is still in flux.
