Downsampling DEM and blockwise in CLI

Context

The goal of this PR is to provide users with initial solutions for DEMs that are too large to fit in memory.

We have added the ability to enable blockwise processing if a block_size parameter is specified in the coregistration, as well as the option for a CLI user to use the downsample parameter.
