Set up sentry notifications to discord.

@MoeNick I suggest create another issue for setup self hosted sentry and integration between sentry and discord, then we should ask for Kay's help

@MoeNick I have some updates, I saw the Discord API, it's very easy to send anything to discord channels with bot, and it just has some development work ( for deciding and adding events that we want to send to discord) so I think it doesn't have any Ops jobs

Never implemented push notifications from sentry to discord - will look into it
