Add notification to X (Twitter)

When a release happens, it would be good to send a notification via the official Twitter account (git_tools) . This will be added to the TearDown in the main Cake script, and only happen when all things succeed as intended.

@HHobeck my time at the minute is limited, but I can certainly add this to my todo list. Given that the Gitter application no longer exists (it has been merged into the Matrix project) I am not sure whether that should be added, but I think still adding an automated Twitter announcement makes sense.
