Add self-organizing maps (SOM)

somoclu, which was the package chosen for this feature initially, had some issues when included in EIS Toolkit dependencies. The environment installation fails as somoclus setup script does not recognize that numpy is being installed. Need to investigate this issue further and find a solution or find another package with acceptable SOM implementation.
