Issues with oEmbed for short URLs (and other URL formats)

oEmbed seems to fail in a few circumstances. It seems partly protocol-related but there are a few other edge cases too.

Short URLs work with the http protocol but fail with https:

👍 https://giphy.com/services/oembed/?url=http://gph.is/1wBdv5M 👎 https://giphy.com/services/oembed/?url=https://gph.is/1wBdv5M

All HTML5 URLs fail:

👎 https://giphy.com/services/oembed/?url=https://giphy.com/gifs/eyWFrUlqQc9Jm/html5

If you mistakenly copy the current URL while the "Links" panel is open, it fails:

👎 http://giphy.com/services/oembed/?url=https://giphy.com/gifs/retro-fiend-retrofiend-retro-gifs-70s-movies-eyWFrUlqQc9Jm/links

The first case, with the short URL, seems like a bug. The second two cases aren't strictly bugs but would be great improvements to make fetching oEmbed data a little easier.
