Make documentation usable by international folks.

  • [ ] Tooling for distribution of documentation in multiple languages (does ReadTheDocs have mechanisms for this? Should we evaluate other sites/tools?)
  • [ ] Guide on how to contribute (and maintain) a translation
  • [ ] Add a basic set of automated translations
