Mining speed difference between custom textured shovel and normal shovel

Describe the bug

A normal vanilla shovel digs a fair bit faster than a custom textured one with identical properties and enchantments.

To Reproduce

1. Join on bedrock
2. Grab two shovels, one with a texture and another without.
3. Enchant them both with efficiency 5
4. Start digging dirt or other shovel-type blocks
5. Observe the difference in speed between the two

Expected behaviour

The digging speed is identical between a textured and non-textured shovel or tool.

Just want to add, this bug only started happening after one of the very recent geysermc updates.
