Particles not behaving properly for Bedrock clients

Describe the bug

The "falling_dust" particle behaves differently in Bedrock, using it results in massive performance issues and crashes for bedrock clients.

To Reproduce

1. Use falling_dust particle using a Repeating Command Block or a Datapack

Expected behaviour

Java particle behavior / Particle shouldn't display at all for Bedrock users
