Rideable horses getting stuck on fences and some blocks for Bedrock players

Describe the bug

On our Paper 1.20.1 server our Bedrock players mounted on horses experience an issue when the horse is running into blocks it gets stuck on fences and sometimes solid blocks and spins out of control temporarily. They cannot jump or move until they have released the controls and allowed the horse a few seconds to correct itself, and the problem repeats if they try to continue over the same obstacle

To Reproduce

1. Load latest Bedrock and connect to our SMP server
2. Mount horse with saddle
3. Ride into/over fences
4. Get stuck and spin wildly

Expected behaviour

Players shouldn't be getting stuck as our Java players do not experience this issue at all
