Infinite up movement while elytra flying in gamemode creative

Describe the bug

When flying on elytra in-game mode creative and you hold down spacebar, no XZ movement happens and your Y increases very rapidly

To Reproduce

Steps to reproduce the behaviour:

1. Be in-game mode creative
2. Put on elytra and then fly
3. Hold down space bar
4. See error

Also, I'm not sure if this should be a separate bug report, but rockets don't work/boost you when you hold them in your offhand while elytra flying.
