Get rid of `Tooltip` component

Tooltip component seems excessive and does not add any particular value since native “title” can provide similar functionality and is better for readability. I suggest we either improve the way our icons look to make navigation for our users clearer or we fix some of the shortcomings of this component which includes disabling this component in phone view.
