Automated import from private buckets into the catalog

User story: As a catalog manager, I should be able to save time by having data automatically imported into the catalog from where I already store it.

QA steps:

  • [ ] user drops data into an S3 bucket in data.json format with distribution pointing to files' internal S3 URL
  • [ ] user gives system access to AWS
  • [ ] run cron
  • [ ] user sees data is cataloged on DKAN2
