Saving empty array item results in duplicate file

To reproduce

1. Visit an existing dataset
2. Add another distribution, leave everything blank
3. Move it to the top
4. Save
5. The downloadURL/file is copied from the distribution below

I can still reproduce. But seems like a pretty minor problem; there's no reason to do this other than by mistake, and even then it's not that bad of a bug. Would be nice to fix of course.
