As a data publisher, I want my entire catalog to be machine readable via multiple metadata standards, so that it is useful to the most data consumers

Notes

• currently DKAN is a data.json tool, we want it to be useful for people outside the US, using other metadata standards, and interoperable with CKAN and other software
• investigate feasibility of using frictionless data tools
