I would say 3.0 is widely used and 3.1 is the new stable release, but 3.1 has new features like point cloud features and so it might get more popular...

I seem to be missing FLIP and other things from my menu. 

I have found the build process for fastflip and all the extensions, well there really isn't any instructions but I figured it out and got openvdb compiled and everything working...
