Alert the user to changes in UI/models

Sometimes things happen in EarthSci that are not obvious to the user that something has changed. An example of this is, when clicking a WMS capabilities link in the Browser part, a dialog is shown saying "this url can be handled by EarthSci". If the user clicks yes, the WMS server is either added as a layer or as a catalog. The user can sometimes miss what has happened.
