[Bug]: Menu-Options does not display options for initial map

When you first open a map in GeoDa, Menu-Option does not display the options for the map that you get when you right-click on the map (instead, nothing happens).

When you open another view (e.g. box plot or scatter plot) and then go to Menu-Options, the options for those views are displayed correctly. If you then right-click on the map and then go to Menu-Option, the map options are now displayed.

Fix: display Menu-Options for initial map.
