touser为空列表

当send_text()方法的touser参数为空列表[]时，程序的行为应该是不发送通知。但是实际情况是它会向所有人发送通知，其行为类似@all。

touser 为空表示不对参数进行操作，按照企业微信提供的默认参数执行，后台默认@all
