Actionsheet overlay closes slowly on Android and pops back up on iOS when swiping closed

Description

The actionsheet component pops back up when swiping closed on iOS and the overlay on android closes slowly when you swipe down. I would expect the actionsheet to not pop back up on iOS and the overlay to close on android much quicker.

Steps to reproduce

1. Setup actionsheet component.
2. Swipe to close a handful of times on Android and iOS.
3. You should see the Android overlay slow to close after swiping down on the Actionsheet. On iOS you should see the Actionsheet pop back up briefly after swiping down before closing.

Here are screen recordings of both emulators. These issues are still persistent on physical iOS and Android devices. The snack link had the actionsheet setup, but I think the speed of the emulator through the browser makes it hard to reproduce.
