UTF-8 issues

When installing a dll file, such as dx9, it reports that the log file in UTF-8 format cannot be opened.

I experience the same thing installing .NET 4.8 using winetricks. My system language is german. It does not happen from the start, though. Only after some minutes.

Installation continues whatsoever. Winetricks.log file appear to be broken/stuck, though.

EDIT: Was stuck for a while but now it progresses. Though that can only be seen using Console.app, as Winetricks still says it can't open the .log file.

Creating a wrapper from scratch and installing:

Installing .NET 4.8 GERMAN - Deutsch version yields (already up to date by default):

Then installing dll's through the offline Direct X9 dx9 installation package:

Finishes successfully:

And I'm able to read any log file from winetricks,
