Add vWii Decaffeinator

For some special consoles, The system version is 5.3.2 and they get the 162-3006 error while updating. This results in the inability to hack and the inability to use Decaffeinator. So is it possible to add the vWii Decaffeinator feature to the recovery_menu.

As far as I know, Recovery Menu isn't currently capable of running on systems with Wii U Menu 5.3.2, since they have an older version of IOSU (OSv10). vWii Decaffeinator would have to be run using a different homebrew method.

Even so, I think the benefits of adding Decaffeinator outweigh the disadvantages
