With Wii composite AV cables the resolution locks to 480i and the overscan problem reappears, even with the plugin installed. Gamepad overscan is still fixed, but composite video is zoomed in.

Tested via CRT against an unmodified Wii and the Wii U composite video is zoomed in while the gamepad is not

Are you sure your CRT isn't causing the overscan?
