Only one player can use the map

I'm playing a 2-player game, and it seems that only player 2 can open the map. The map only records things player 2 sees. When player 2 is dead, there's no way to see the map. When player 1 tries to open the map, all it does is show their hud. Is this normal? Is it fixable?
