Game not detecting ShaderBank.cfg

Game will not detect ShaderBank.cfg under Gamedata/ParallaxStockTextures/_Scatters I followed instruction steps twice but no success, same issue Ive verified that ShaderBank.cfg is in the right location but the game will not detect it and displays an error message

I have the same issue. Game doesn't detect ShaderBank.cfg. Tried installing the mod a couple times but issue remains.
