[Bug]: Paper Minecraft server restarting every hour since 1.21.9 release, reporting server isn't running

As a server manager, I want my server to stop rebooting every hour to avoid interrupting gameplay for my users and myself.

After 1.21.9 came out, and paper started putting out pre releases of it, my server started automatically updating to it. After it was updated to 1.21.9, it started rebooting once ever hour. When I check if the server is online using the website, it shows that it is. I checked the monitor function and it also reports everything is fine.
