[Feature]: Add support for fastdl to hldm servers

As a hldm server host, I'd like to be able to use the fastdl command to easily sync my downloads to the web server

HLDM has very similar support for fastdl as source engine games. The main difference is that it does not support bzip compression. It would be useful if we could use the fastdl command to keep the web downloads in sync with our server.
