to keep trace of the balance within bbw, following the removal of this alert: https://github.com/GaloyMoney/galoy/pull/1466/files

while it's ok to have the dealer BTC wallet on galoy negative at the bootstrap phase, this should not be a normal long term behavior, so we should keep an eye on it
