xfce4-mouse-settings touchpad tap-to-click option greyed out in GalliumOS 3.0 (alpha)

On SWANKY with Mrchromebox full EFI firmware, GalliumOS 3.0 installed via ISO.

The model has an elan touchpad with cmt driver.

In mouse and touchpad settings tap to click is permanently enabled. The option is greyed out. Tap to click can be toggled on and off via xinput

The issue appears to be present in other models (Haswell) as well: https://www.reddit.com/r/GalliumOS/comments/a2t5qz/touch_to_tap_issue_on_30a2/

Looking over the commit history of the Ga2 branch, it appears several fixes for this issue were made to xfce4-settings/dialogs/mouse-settings/ that are not present in the current master branch, so I suspect maybe an older version without those patches is now being packaged with the alpha.
