Write a translator for EI JSON -> Encounter Model

Part of #353.

We will need a way to translate EI's output (primarily it's JSON output) into a format that can be understood by Raidar. @Nightara has been working hard on writing a new encounter model, and once that has landed we should write something that can take EI Json and put it into our database to be analyzed.
