Update quest i18n script

Update quest i18n script to handle new quest line format from:

  • https://github.com/GTNewHorizons/BetterQuesting/pull/133

This PR should not be merged until after that PR is merged.

The template.lang got shuffled around quite a bit because I changed the sort order in the linked PR, but it should hopefully be easier to keep the sort order consistent in the future, as now it's just string ordering based on encoded UUID. I checked that the line counts are the same before and after this PR, as a sanity check.

Note to self: also need to update ordering of contents in the various other .lang files under txloader/
