Unable to change the background color for Action buttons

Title: Unable to change the background color for Action buttons in lightning communities.

Description: For any standard buttons in the lightning communities, there is no option in the branding set to change the background color. We are using "USWDS_Lightning_Community" branding set and trying it on standard pages. The only option we have from the branding set is to change the 'Action color' not the background color of the button.

As an alternative solution we are overriding css to change the background color.

To Reproduce

Steps to reproduce the behavior:

  1. Login to FAIRS Beta site https://geofl1dvp-gsageo.cs32.force.com/FAIRSBETA
  2. Click on 'Asset' tab
  3. Check the buttons on top right corner.
  4. Try to change the background color from branding set.
