Normalize Offices and Sub-offices in Touchpoints

Currently, the data is entered as free-text. This creates inconsistencies that impact standard reporting.

Offices and Sub-offices in GSA should be aligned to, then populated by the most canonical source available, which I believe OCE maintains. cc @sheevdave

Current thinking here is to leverage the dataset used for usa.gov. The requirements are:

  • [ ] be as canonical as possible
  • [ ] support agency/sub-agency relationships (to convey organizational hierarchy and reporting)
