Improve the Readme for the JSON Schema

If someone gets to here https://github.com/GSA/openacr/tree/main/schema

The Readme should explain a bit about what JSON Schema is and how it is used. Many will know about JSON but not JSON Schema.

I think we have to point them to both files in there so the Readme is the best place probably to document this.
