Probably makes sense for https://open.gsa.gov/code/ to point to https://github.com/GSA/GitHub-Administration ... not sure of the best place for that link, though.

Propose changing the 'Implementation' flag to 'GitHub for GSA' and then linking it out to the GSA GitHub Admin page. Thoughts? @afeld @jcastle
