Tool to Tag Datasets into Topic

Not sure if this is the right place to post this, but it seems like we need a place to tag our datasets according to the main Topics (other than just using the Keywords).

Maybe a controlled vocabulary in a drop down list that is updated as the Topics list expands?

As mentioned in #32, we'll look into creating a wordpress plugin to manage this for topic managers

Adding a note about utilizing 3rd party apps to tag Topics as well. We should explore this path and a specific WP plug-in as parallel options. From the closed, but related #321:

Topic adoption and CKAN support for a refined set of MIME-like resource types to enable tagging and display of data formats and protocols in the UI and use by helper applications.

I've had some discussions with the team and have started looking into this issue. Currently, there are CKAN Groups that are correlated with the Data.gov topics. CKAN Groups are designed to contain datasets, as a way of tagging topics for that dataset. So for example if a dataset belongs to Climate and Ecosystem Group, then the datasets will have those topic tags. Currently, Group admins and I think editors are able to add and delete datasets from groups, essentially adding and removing topic tags for datasets.

I think a CKAN plugin will be the best implementation for adding and tagging datasets with Topics. Our CKAN already has a Group page where Group members, editors, and admins can view datasets belonging to a Group and where admins can edit the Group. It would make sense to add a new feature/tab to this existing templating that allows the adding and removing of datasets to these groups. Currently that feature is not there.

Using a CKAN pluggin would also decrease the http request loads onto CKAN. A wordpress plugin could be used, but again that would rely on API calls and add complexity to this implementation. For example, we would need to create a database table in Wordpress that stores Group/Topic managers CKAN API keys. Lastly, the login for data.gov and catalog.data.gov are the same, so it wouldn't require much difference for the Topic Managers to use CKAN to add and delete topic tags.

Here is a snapshot of the group page. There is a Dataset, Activity Stream, and About tab. I am thinking we can add a "Manage Datasets" Tab (name can be changed), and from there add all the features needed for easy tagging and untagging of datasets.
