Updated SSPPs for Data.gov and SSB

User Story

In order to meet FISMA requirements, Data.gov should have an updated System Security and Privacy Plan (SSPP) for both the Data.gov System and the Supplementary Services Broker (SSB).

Acceptance Criteria

• [x] GIVEN Data.gov's current status on cloud.gov infrastructure THEN Data.gov's SSPPs for Data.gov and the SSB are current, both in sections 1-12 and in the relevant controls.

Background

Prior issue #3748 was used to track work on the front sections of the SSPPs with the various architecture changes that have happened in recent weeks prior to migrating catalog to cloud.gov. This issue is for the work that will be continuing to make sure that all the control sections are also updated.
