In order to meet the "Consistency" factor of the 21st Century IDEA Act standards, Data.gov pages should follow USWDS.

[ ] GIVEN a Data.gov user views a page on Data.gov (excluding the parts of Data.gov on Federalist)\THEN the Data.gov pages reflect USWDS

The Consistency section of GSA Guidelines on 21st Century IDEA Act indicate that websites must meet USWDS.

Specific actions to be outlined in separate issues.
