Allow multiple agency contacts per release

Expected Behavior

I would like to add more than one contact name / email per released project. This is mostly to allow for both an administrative and technical contact (and perhaps other roles).

Current Behavior

Currently the contact field under a release to have 4 pieces of information, but only about a single individual.

Possible Solution

I would suggest that this (optionally) support an Array of those same contact objects.
