Display information on contribution policies, README, etc.

I saw some discussion about CONTRIBUTING.md in #34. It would be great to pull in the .github files along with any README and LICENSE into the pages on code.gov.

@JoshSmith When you say pull these in, are you suggesting that we link to them or pull in the contents of these files into Code.gov?

@lukad03 I would suggest linking to them, though I had initially meant displaying their contents. Given discussion in #122 and my pending question there, not positive what makes the most sense for your use case.
