Improve release process for jbrowse jupyter and JBrowseR

  • JBrowseR release process is untested and needs to be done by our team, last release was by Elliot. Ideally it is simple but needs to be done
  • JBrowse Jupyter is relatively easy to update, and a small amount of shell scripting to improve the process may make it easier so that it stays in sync with our releases
