Unable to create combination tracks

On apollo 2.6.4 I'm finding myself unable to create combination tracks via dragging, am I doing something wrong? I feel like I remember this working but it's also not working on our 2.6.0 training instance.

the combination tracks do some hard coded comparisons to store class and tracktype names. adding apollo stuff could be done in a hardcoded way in jbrowse core if needed, or some more flexible system could be created. recent issue sort of similar https://github.com/GMOD/jbrowse/issues/1361
