Add documentation for using encrypted communication in HELICS

Some documentation changes for using encrypted communications are needed:

• Page on enabling encrypted communications
• Brief guide to generating SSL/TLS certs and keys
• Options that can be provided to change encryption settings
• Command line argument pages should be added to document the --encrypted and --encrypted_config options
