Hiding Partial Post and Relative Sidebar Menu Item

I hope to be able to have a directory or outline of topics in a sticky sidebar that correspond to information on the page about each directory item. This will be a user manual. I hope to hide portions of the user manual to certain users and also the cooresponding info for those same parts. I would like to use anchor points to have the page jump to the appropriate information topic description. Is it possible to have all of the text on one page only hiding the portions of the sidebar sticky menu and the portions of the corresponding one page summarys.
